It is tempting to treat fatigue as a driver responsibility. Mostly it is not. Drivers work the hours they are given, and the hours are set by route planning, customer time windows and how many vehicles the business has. A driver who has to make a delivery window that is two hours away with no realistic break in the plan will not take the break.
This is why fatigue policies that consist only of telling drivers to rest have very little effect. The schedule has to make resting possible, and then the policy has something to enforce.
Building a workable hours policy

- A maximum shift length, stated in hours and enforced by the dispatcher rather than by the driver’s judgement at hour eleven.

- A minimum rest gap between shifts, which is the rule most often broken by well-meaning scheduling.
- A named escalation route. A driver must be able to say they are too tired to continue without it becoming a performance issue. If that path does not exist, the policy is decorative.

- Report on the schedule first, the driver second. Ask which routes routinely produce long shifts before asking which drivers work them.
- Use fatigue signals for planning, not discipline. The moment a long shift becomes a mark against a driver, they will find ways to make the record look shorter.
- Aggregate before you individualise. A fleet-wide pattern of late-night hours is an operations problem. One driver consistently exceeding a limit is a conversation.

The changes that actually reduce fatigue
Once the data shows where the pressure is, the fixes are operational rather than behavioural.

- Plan the break into the route with a named stop, rather than leaving it to be found.
- Cap consecutive long days, since fatigue accumulates across a week and is not reset by one night’s sleep.
- Watch the drivers who never complain. They are the ones absorbing the worst schedules.
