Speeding is the one fleet problem that damages everything at once. Meanwhile a driver sitting slightly above it on an open highway triggers one. The system is flagging the safer behaviour and ignoring the dangerous one.

Telling a driver they were well above the posted limit on a specific street at a specific time is a fact.
